Policy Server won't start

I recently upgraded my install to 7.6.7 from 7.6.2 and now my policy server refuses to start. I tried going through the various KB articles but nothing seems to work. Running it with debug I get the following:

C:\Program Files\Websense\Web Security\bin>PolicyServer.exe -c
Starting New Diagnostics...
Diagnostics port is 55920
Policy Service running...

Failed to retrieve Policy Server UID.
Error in initialization: -1
Stopping Diagnostics...

Any help would be appreciated.
