Upgrade of Policy DB 7.6 to 7.8

Hi all,

We're moving from Web Security/Filtering to Gateway Anywhere and are doing an off-box migration.
7.8 is installed and running great so far, but I'd like to migrate the policies/filters/clients across.

I'm pretty happy with it up to the "PgSetup --upgrade" step where I get the following error:
Rebuilding References. This can take up to 10 minutes...
pqxx::data_exception: ERROR:  invalid input syntax for type timestamp: "Tue Oct
14 15:01:25.863000 2014 WST"
CONTEXT:  PL/pgSQL function "RebuildReferences" line 24 at RAISE

Any ideas?  Both servers have the same regional settings.
