Currently, when doing bulk uploads, the report frequency is set to none until the user decides to configure it for himself. However, organizations where IT would like to enforce the reporting on a daily basis (which is much better then quarantine-notify, and it consolidates alerts), they would like to do so in bulk.
Now in our case, we have 3000+ users and seems like we will have to set them up individually and depend on users to have them set it up for themselves which is an overhead for IT to educate the users over and over again, until they all get the hang of it. The usual trend would be users would ignore leaving it for later and forget, and when they need an important email that might have quarantined, would hit back at ServiceDesk since they do not have visibility and can't remember how to set the reports.
