Migrating Websense server to new host - how is it done?

I recently had a problem trying to migrate one of my Websense servers to a new host.  What I had hoped would be a simple procedure lead to hours of downtime and the need to restore one of my servers from backup.

My Websense setup is as follows:

SERVER 1
Websense Control Service
Websense DC Agent
Websense Filtering Service
Websense Network Agent
Websense Policy Broker
Websense Policy Database
Websense Policy Server
Websense Usage Monitor
Websense User Service
'
SERVER 2
Websense Control Service
Websense Explorer Report Scheduler
Websense Information Service for Explorer
Websense Log Server
Websense Reporter Scheduler
Websense TRITON Web Security
Websense TRITON Settings Database
Websense TRITON Unified Security Centre
Websense TRITON Web Server
Websense Web Reporting Tools

I want to migrate SERVER 1 so followed the procedure at http://www.websense.com/content/support/library/deployctr/v77/dic_wsmigration_policy.aspx#600969

I have built a new server (with a new IP address), installed the SERVER 1 Websense components and followed the procedure above.  Let's call this SERVER 3.
'
However, SERVER 2 could not speak to SERVER 3 and I could no longer log into the Web console.  I then tried powering off SERVER 1 and changing the IP address of SERVER 3 to match SERVER 1.  This did not work either.
'
At this point I decided to return to my fallback position and so powered off SERVER 3 and powered back up SERVER 1.  I'd assumed, as this was my starting point, everything would work again.
'
It didn't, and I had to restore SERVER 2 from the previous day's backup.
'
I'm keen to avoid this scenario again and so would welcome some Websense input to ensure my next migration attempt works!
