Policies defaulting to regular user/default policies

I have WS installations from 6.3.3 to 7.5.x. These are installations that cannot be upgraded due to HW requirements.

The issue(s) I have been dealing with are as follows. Users who have elevated privileges will be governed by the default/regular user policies. This typically happens when I go to stop the services and restart them. I have batch files to stop/start the services in the designated order. A lot of the time once I restart the services no one has elevated rights including me. Some of the time, restarting the services again will help to resolve the issue(s) other times, I have to restart the Websense servers, which is not at all practical. I find that one of the things I often need to do is restart domain controllers, then the Websense servers, this usually resolves this issue, but I would like to know why this happens and what steps I can take to correct this issue..
