Delegating Admin - Exceptions only (WS7.7)

Hi All,

I'm a new Websense (7.7) admin in an ICT department looking to set up access to the Websense console for our Helpdesk staff.  My aim is to provide them access to only create and delete exceptions as well as the Toolbox options of 'URL category' and 'Test Filtering'.  They should not have access to filters,policies or reports.

What I have done is added the "Helpdesk" Admin account (from AD) into the TRITON settings and unticked "Global Administrator", only granting them access to the Web Security Module (2nd radio button).  

I have then gone into Web Security > Policy Management > Delegated Administration and selected the Super Administrator role to add the new admin into.  The permission I have set for them at this stage is 'Policy Management - Exceptions Only' and all other permissions unticked.

When I've logged in as this user, I get the expected view of the console : No reporting or policy management on the left side apart from 'Exceptions'.  However, when I try to add an exception (block or permit) I do not get OK/cancel buttons at the bottom, only a 'back' button like the auditor role gets.  This user is able to delete exceptions, just not add them.

Have I done something wrong or is this expected behaviour?
