Filtering on multiple VLANs

We just added a VLAN (#3) to our network to use as a guest network.
Computers on VLAN 1 are all domain joined. 

Websense is running on a Dell Precision T5400 (Windows Server 2012 R2) with a dual port HP NC308T Network Card.
Each port on the network card is configured for both VLANs, presenting 4 virtual network cards to the operating system. Since traffic on the mirror port is still VLAN tagged, we can run Wireshark on either virtual port and get only the traffic from the corresponding VLAN.

After all that background information: Since we added VLAN 3, nothing has been blocked at all on either VLAN. We can see all the traffic on Wireshark, but the Real-Time Monitor shows nothing. The Usage information also only appears sporadically - for example, right now, it is only showing one out of the last 7 days.

Has anyone ever seen this issue?

Is there a better way to configure our network? At another building, we have the filter connected through a 100mbps hub. The filtering works great, but that slows down any gigabit connection (like any access to 10.10.0.0/24) which have to pass through the hub.
